Negotiations should not only cover the physical things that will be done but also the mood, energy and intent of the scene. Rope is just a tool. Just getting someone into the tie is a very small part of the play. The entire process of tying, playing and untying are all equally important parts and should be negotiated. How you tie and untie a person is critical. If you spend half an hour tying and having fun but then quickly untie without that same energy and intent, it can feel like the person is just being dropped. Make sure to discuss all of that and what each of you wants.
